No ‘make good defects’ cert for building issued

PUTRAJAYA: The builder and master developer must make good the damage to the building housing the Entrepreneur and Co-operative Development Ministry, according to a source.

This is because the Public Works Department had not issued a "make good defects" certificate to the contractor of the building where a multipurpose hall was flooded on Saturday after a galvanised iron pipe broke.

The source said the certificate had not been given because the contractor, Sunway Construction Sdn Bhd, had not submitted a declaration that all defects within the 15-storey building had been attended to.

Although the "defect liability" warranty for the building expired early this year, the source said the contractor should have submitted the declaration before the PWD took over the building from them.

"This is a normal procedure. As no declaration had been made, the contractor and the master developer, Putrajaya Holdings, are still responsible for the building. They will have to undertake whatever repairs require to be done. The government will not pay for the damage," the source said.
In the 7.10am incident, the multipurpose hall, which is on the ground floor, was flooded when the pipe leading to the sprinklers broke.

Part of the plaster ceiling collapsed and the carpet that lined the hall was damaged.

Putrajaya Holdings senior project management manager, Mohd Najmuddin Mat Daud was quoted by Berita Harian on Saturday as saying that the warranty period for the building had expired.

Musa Muhamad, who took over as the ministry’s secretary-general from Datuk Mangsor Saad yesterday, confirmed that the PWD had not issued the "make good defects" certificate to the contractor.

He said a water pressure test would be conducted within the ministry building.

"Technical inspections by the contractor and other authorities concerned are still being carried out to determine the exact cause of the incident," he said.
