MPSJ stops issuing CFs

THE Subang Jaya Municipal Council (MPSJ) will no longer issue the
Certificate of Fitness (CFs) as it is being replaced with the Certificate of
Compliance and Completion (CCC).
Council president Adnan Md Ikhsan said this when chairing the MPSJ One Stop
Centre (OSC) committee meeting which held its swearing-in ceremony on
Monday.
“The CCC will be the responsibility of the professionals engaged by the
developers,” he said.

Asked if this would be better, Adnan said he believed so.
The swearing-in ceremony also saw the inclusion of councillors and other
departments into the committee.
“This swearing-in session is to reinforce and renew the commitment of
members towards the OSC. In fact, the OSC has existed in MPSJ since 2004,
but it had less responsibilities then, like processing CFs and building
plans,” said Adnan.
“This time, following the state government’s initiative to make
pre-engineering changes to the entire system and procedure towards the
approval of development proposals, we have brought in all relevant
departments for a more efficient delivery system with a wider scope of
work,” he said.
“Now, the OSC can send applications and building plans to the respective
departments. We can also process applications for land development, permit
for planning and building plans all at the same time. So there is no need
for discussions during full board meetings. We can immediately announce
approvals or non-approvals after the OSC meeting,” Adnan said.
He said this system would also be an incentive to developers who follow the
concept of build then sell, so that they can obtain approvals within four
months.
This is because they will be given the fast lane priority in all matters
relating to land development.
He said there was an OSC secretariat that would look into registration of
fully completed applications, and to distribute the land development
applications to the land office, the Urban Planning Department (for
application of planning permit) and the Building Department (for building
plan application).
“This would ensure there won’t be a backlog of cases as the decision-making
will all be made at one go,” said Adnan. |
