Bagaimanapun, apabila projek berkenaan yang dijangka siap pada 2000 terbengkalai sejak 10 tahun lalu, banyak masalah timbul kerana kawasan itu menjadi `sarang' pelbagai kegiatan negatif dan `punca pendapatan' pihak tidak bertanggungjawab.
